Greenfleet's response to the National Carbon Offset Standard Discussion Paper

Greenfleet welcomes the opportunity to respond to the National Carbon Offset Standard Discussion Paper (Department of Climate Change, 2008).

Greenfleet acknowledges that the Carbon Pollution Reduction Scheme (CPRS) is the hub of the Australian Government's Climate Change policy. The operation of an efficient market mechanism is one way that the Government can achieve substantial reductions to greenhouse gas emissions over time. However, there is merit in the operation of a robust voluntary market that is credible and complementary to the Carbon Pollution Reduction Scheme and will deliver reductions beyond compliance.

The Australian Government has an opportunity to empower individuals and organisations to take action to reduce greenhouse emissions beyond compliance. At Greenfleet, we believe that these actions should be additional to Government and International mandatory targets and should be properly recognised. The Government can make administratively simple but powerful decisions that overcome the break in the link between voluntary action and Australia's net emissions. We believe that this link is fundamental to engaging and garnering community support and action to meet the challenges of climate change.

Greenfleet's response is structured in two parts; 1) a general discussion of concerns, then 2) responses to specific questions raised in the National Carbon Offsets Discussion Paper.
